I am a FERS employee near retirement.  I have been offered a part time position that looks kind of interesting.  Would that affect my high 3.

No as your High 3 is based on your highest 78 pay periods in service.

Depends on how long you work part-time at a reduced pay.  It will affect your high-three in that it will not increase with future pay raises or promotions as it would if you were still working full time.  In other words, if you were still full time and we got an annual increase, that would in turn increase your high-3 average.  If you're ok with what your average is now and don't care if it increases, then part-time might be ok for you.
