Department of Defense


The Department of Defense (DoD) is charged with coordinating and supervising all agencies and functions of the government relating directly to national security and the United States armed forces. The mission of the Department of Defense is to provide the military forces needed to deter war and to protect the security of our country.

The Department of Defense is America's oldest and largest government agency -tracing its roots back to pre-Revolutionary times. Today, the Department is not only in charge of the military, but it also employs a civilian force of thousands. With over 1.4 million men and women on active duty, and 718,000 civilian personnel, DoD is the nation's largest employer. Another 1.1 million serve in the National Guard and Reserve forces. More than 2 million military retirees and their family members receive benefits.

It sounds like each Branch and/or Agency under DoD will be implementing Hiring Freezes differently. So specifically for DCMA, I wanted to see if anyone out there has information on the plans for how DCMA CMOs will be applying freeze. For instance -- Existing job billets (currently open on USA Jobs)? Tentative Offers already accepted yet no Firm Offer? Firm Offer with Reporting Date?

I know that for one CMO, I talked to the group director who informed me that only FY14 jobs (which did not yet have funding lines identified) were being affected so far. This was on Monday this week but things may evolve over time as the Agency works more toward planning for the Potential funding impacts of Sequestration.

Again, please fill us in if you are knowledgeable in this area in having first-hand experience of how DCMA specifically is applying the "Hiring Freeze"

The last I heard from my HR contact for my tenative offer, as of right now there are no plans to delay those who are already in the on-boarding process.

My personal take is anything can happen and I wouldn't be surprised if the position was frozen or cancelled. I hope to the contrary, but with the degree of uncertainty during the next month or so, you have to be prepared for anything.

My guess is DCMA (and everyone else) will try and bring anyone they can onboard prior to any potential shutdown. Of course if furloughs do happen they may impact anyone new depending on vet status and years of service etc.

Just as an FYI, furloughs can and will affect ALL of us, regardless of status.

The only time vet status and years of service play in is if we have a RIF.

FWIW: An Active duty USAF Officer that I work with just received a Tentative Offer with DCMA Special programs office today. Sounds like they are pressing ahead -- business as usual for now.

Mr. James Russell, the Deputy Director of DCMA, sent an email to Senior Leaders on Tuesday, 1/15, indicating that there will NOT be a hiring freeze for now.
