VA (Department of Veterans Affairs)

The United States has the most comprehensive system of assistance for veterans of any nation in the world. This benefits system traces its roots back to 1636, when the Pilgrims of Plymouth Colony were at war with the Pequot Indians. The Pilgrims passed a law which stated that disabled soldiers would be supported by the colony. The establishment of the Veterans Administration came in 1930 when Congress authorized the President to "consolidate and coordinate Government activities affecting war veterans." October 6th 2013 VA adopted VATAs a web based system to track Leave and Earnings and a new data base (with new password and verify codes required please change every 90 days) for VA employees to submit Leave requests.

Mandatory meetings were held with required attendance so employees would
be aware of VATAs and thier obligations to same.

Previously requested and approved leave requests needed to be re-entered BY THE EMPLOYEE as VATAs is SO SOPHISTICATED it could not transfer data. So how did the VATAs Launch at VA go?

Another chrome plated turd from the butt cheeks of Washington DC onto the federal employees plate:

"Veterans Affairs Time and Attendance System (VATAS)
•On October 5, VATAS sent a message to each employee that included the employee’s VATAS user ID and temporary password.
•The temporary password is not working.
•Central Office has been contacted for further direction.
•Additional guidance is pending and will be relayed as soon as possible."

WOW lets all breathless wait for further directions from Central Office.

VISN 2 will be returning to the ETA (VISTA) system to process timecards beginning this pay period #13-21 (10/20/13 to 11/2/13) until further notice.

Please set up tours and post timecards in ETA beginning 10/20/13 (first day of pay period 13-21). Since we are midway through pay period 13-21, you will need to post anything you have already done in VATAS into ETA (VISTA).   

Employees will need to enter leave requests beginning 10/20/13 (and going forward) in VISTA and have them approved. Timekeepers will need to enter OT/CT requests beginning 10/20/13 (and going forward) in VISTA and have them approved at both levels.

Payroll will continue to work with you on issues with time and pay in VATAS for pp 13-20 so please continue to bring those issues to your timekeeper, supervisor and local payroll office.

We appreciate all of your assistance with pp 13-20 in VATAS.

In September we were scheduled to take a TMS course on how to use the system but, with the government shutdown, it was immediately removed from our curriculum. I've heard nothing about when it would return or when we will move from ETA to VATAS. Not really concerned, to be honest!

You can search TMS courses for VATAS, and assign the course to yourself.

VATAS is a nightmare!!

Been on VATAS since PP 19. It's a nightmare and has not gotten any easier as time goes by. Would love to go back to VISTA

As a timekeeper, you are expected to enter leave requests for employees who call in. You cannot complete posting someone for whom you have entered a leave request for until the supervisor approves the leave request. You have to enter premium pay requests for OT and then you cannot post the person until the supervisor approves the OT request and the next line supervisor, called T&L approver, approves it. You get automatic emails every time someone enters leave, denies leave, etc. You get hundreds of emails that clog up you in-box. You have to enter LWOP requests for employees who call in and have no leave, or who fail to request any type of leave when they call & leave just a vm message.

I could go on and on but the bottom line is that if you are an employee who builds up their leave and schedules their leave in advance and you happen to be a timekeeper, it almost feels like punishment. You sit in front of your computer for hours working on this because you are the employee who shows up every day. I'm waiting for the union to file a grievance on behalf of employees that I've posted as LWOP or AWOL just so we can close payroll. It's going to happen.

At my facility Payroll hounds you from the start of the 2nd week of the PP about closing out the timecards and on the day of close-out, they hound you even more.

we are going to be using VATAS for our 10th pay period this Friday. Timekeepers get "error" messages that we in payroll have to request on override to get the timesheet to validate. Last timecard Friday all we did was request overrides. Supervisors have to approve leave, premium pay and schedule changes before these move to the timesheet. Our timekeepers are chasing supervisors who are too busy for this. We still cannot post callback hours on VATAS timesheets yet, we have to enter these hours manually. VATAS does not flow to DFAS smoothly. They do not communicate well. Leave balances are incorrect in VATAS. Our Invalid reports in DFAS went from 12 pages to 75 pages. I could go on and on. This program was not tested properly VA stopped the rollout.

VA supervisors always delegate, delegate , delegate. They cannot do this in VATAS they have to be on top of all these requests coming in a timekeeper should NOT be taking call ins for leave. Supervisors, timekeepers and employees all have more work to do in VATAS.

VISN 12 still using VATAS. This will be our 10th pay period and we are still struggling. We in payroll can reset passwords. We can request overrides to error messages, which we are getting a lot of. Two of our people in payroll stayed until 8:00pm helping nursing timekeepers get there timesheets done on timecard Friday. timekeepers chasing supervisors too much to approve leave and OT/CT requests (this is one function supervisors can't delegate) I spend all day on the phone and answering e-mails about VATAS.
