Does anyone have experience as an existing federal empolyee negotiating a step increase as part of exceptance of a lateral, within-grade, move to another position?

In other words, if you compete and are accepted for a different position that is in your same grade, do you have the ability to negotiate a step increase or do you have to just move into that slot at your current grade and step level?

Well, if you're transferring with a promotion, you're most likely entitled to the 2-step increase between grades; but if you're transferring laterally (like you said) you may not get anything in return. You'll be at the same grade and step as before (thus called lateral transfer) I recently took such a transfer offer because I needed new direction in life. I didn't receive any step increase due to transfer. I don't think they can give you steps either if it's a true "lateral transfer" done by the book (5 CFR.)

i have read a few threads on this, and i think it really depends. some people have stated that they have received a 2-step increase even when hired at the same grade level.

one of my friends is about to receive an offer for the same grade level, and is would like to know if he can negotiate for step increases.

his current promo potential is a gs13, but this new job's promo potential only goes up to a gs12. he is currently a gs11/1. he would like to negotiate for a gs11 step 4 or 5.

anyone ever negotiated beyond a 2-step increase?

Yes, I just took a lateral move this spring. Basically, you cannot lose your pay level. For instance, I was a grade 8-step 2 .. but I took a straight grade-7 position. So, I was given a grade 7-step 6 to equal my former graide 8/2 pay. My pay stayed the same. Additionally, the POD I moved to didnt even have locailty pay (RUS), thank God I kept my payrate.
