I haven't heard about anyone having success or failing in requesting a higher step in their grade, but there has been previous comments in other forums of the past about it. I would look at it as be intelligent in your request and attempt to counter if you feel it's best. Be specific in why you are requesting a higher step and present facts, or be ready to if asked. Remember we do get relocation so that is a pretty nice perk,though I'm not sure what the standard is.
Also wanted to say I got my medical/physical/drug packet in email form. I'm sure others should be seeing theirs shortly.

I submitted my onboarding forms on 11/8/2019. (08/2018 applicant) Emailed the HRRD mailbox this morning to confirm receipt and received a quick reply that "you completed all documents that we need from you at this time." Edited by user Friday, November 15, 2019 9:09:48 AM(UTC)

Big congratulations to all of those who have started moving forward. I am still waiting for my conditional offer and for the paperwork for the next steps.
I did call HR earlier this week and asked about my status. It seems that my HR rep has just been inundated and just hasn't been able to send me the offer and onboarding steps yet. I am relieved to know that I am still in the running and just in limbo.
Again, congrats to everyone that has already moved forward and gotten their offers/onboarding forms.
