My experience is you are on the short list to be interviewed and they are weeding out those who are no longer interested. I would consider this a good sign you will be contacted for an interview shortly. Good luck.

This usually happens if they give the hiring manager a referal list like a top 3. S/he is dissatisfied with them and asks to see more candiates. They also could have gone through the applicants and found nobody was good so they went back to the applied applicant poool.

Could be because they waited to long and the first couple of people they tried to interview said, "Nope, I already accepted a job elsewhere."

Interesting. Why would a position dealt with through Category Rating have anything to do with 'scores'? Presumably you were in the Highest Qualified group.

The "still interested" email is required by some federal agencies when the selection process is still in progress 30 days after HR has forwarded (referred) applications to a selecting official. Think of it as the govt response to the many criticisms it has suffered regarding its hiring process. Nice to see a check-balance put into the system... Albeit, I wouldn't get my hopes up over a job where the SO takes over a month to review the candidates. Just sayin'.

magic...it's you that gets your hopes up (or your interpretation of things, not them)...the hr just follows a process
being rated eligible and in the "best qualified" group is ok
getting referred to the selecting official (so) is a good sign
...but don't get "really excied or get your hopes up" until you are contacted for an interview
the "still interested" email is a way for hr to try and "weed out" the mass amounts of applicants...if you respond "no" or don't respond...then your application is done, they can move on to the next one
so, don't try to "read into" the still interested emails or changes in usajobs status
if they want to contact you for an interview...they have your contact info
no contact for interview means you are in the large group that didn't make the "final cut" for the job
