Consolidation of federal Housing components?

Dept of Agriculture does HUD's payroll. Treasury does HUD's auxiliary functions via New Core.
So...some people who've been at HUD for decades, like 30 years or more, have told me that HUD will be split up: FHA and SFH goes to Commerce or Treasury FHEO goes to DOJ CDBG and the rest of HUD goes...?...to the state agencies? PIH is wrapped up into MFH via RAD FHFA, FNMA, FHLMC - out of conservatorship - repeating the steps that lead us all into the 2008 Recession GNMA - follow FHA to Treasury?
They've told me that even though this is rare, look at DHS - a consolidation of multiple components of other agencies.
Others have told me this is never going to happen since it's been discussed for decades and....never happened.
Looking for more input on this?
Seems like super agencies like Treasury basically get what they want / they win when agencies compete to absorb components of other agencies (like HUD)...and since they have HUD's auxiliary functions already....could happen?
