I retired Jan 2008 from the U.S. Navy( Active Duty), which I did not buy back.

I was hired into federal service in July 2008.

I have TSP and FERS. Age 49, still with federal service with no breaks in Service. My SCD is 11/2007, I received about 8 months for war zone.

Plan on attending the next retirement class in my area.

When can I retire from federal service?

The SCD you stated is for annual leave purposes, not for retirement purposes. That being said, you will have 9 years of federal service for retirement purposes in July 2017. The earliest you could retire (under the MRA + 10 or "postponed" retirement) would be when you are age 56 years and 6 months (assuming you were born in 1967) and have approximately 15 years of service.
