Hi,

When I retire, can I designate my lump sum annual leave payment go to TSP (as long as I haven't hit the yearly cap) so that I don't pay federal tax? If so, how do I do that?

No, under current law a retiring employee cannot designate any of his or her unused annual leave lump sum payment to go into the traditional TSP thereby deferring federal and state income taxes on the payout.
