At the USDA FSIS, is overtime work mandatory for non-union GS employees?
What are the rights of someone in a position where they are working and assignment that is 12 hours a day M-F with some weekend work?
Would said person have the right to just work a 40 hour work week?
And if so, what policy would that be based on?
Is there a government-wide policy about this, or does it depend on the government agency?

they have regulation covering this if the agency does not enforce it transfer out to another position.

The key term is "non-union." So...yes, there can be mandatory overtime, but at a certain point, you may have a good FWA complaint as if there is that much work there needs to be more FTEs.

Your position description should address overtime. If you really don't want to do it, just ask to be last on the list when overtime assignments are handed out. there are many peeps who really like overtime so maybe you could handle it that way but if it's in your PD and they really need you to do it, being NBU, you may be stuck.

In FSIS, the assignment may be one where they do not have a replacement (Only veterinarian/SCSI in the plant, etc...) and the overtime request would be coming from the establishment and not from USDA/FSIS. In that case, it may be helpful to develop a reciprocal agreement with other NBUE's in the circuit or neighboring circuit to cover the shift.
In our area, we are in a hiring freeze and we barely have online staff to fill the required positions in plant, let alone fill the relief positions. I can tell you that there were occasions where I knew that my vacation meant someone pulling a double shift. We make do with trading Saturdays to people that want the extra time or just working the shift.
