Can a federal employee (civil service) have a consulting business (with employees) that bids on federal (and state) level contracts? Is this an ethics violation?
I'm thinking this shouldn't be a legal or ethical issue from a "double dipping" perspective since you have military retirees who come into the civil service, retire from civil service and then start a consulting a firm as a contractor. I know this is stacked and not simultaneous, so I wondered if anyone knew for sure...
