Somewhat similar IT roles with different clearances. One requires "Public Trust - Background Investigation" and one requires "Top Secret". The different clearances are due to the systems managed. I am a current employee in the current agency / bureau with "Public Trust - Background Investigation" clearance. The Public Trust - Background Investigation completed at 9 months so best guess the Top Secret would not complete prior to 18 months. I travel international 1-2 per year and the Public Trust interview involved 30 minutes of background questions and 60 minutes of travel questions. Best guess a Top Secret clearance would require quite a few more questions regarding the international travels. Is the Top Secret clearance worth the effort? Better to pursue roles requiring the current level of clearance? I would rather focus on the work and not on the clearance.

The position determines the level of clearance. And yes top secret clearance is quite a bit more involved than public trust.
