I recently overheard someone use the term "hire by name". Does anyone know what that means?

It's Expedited Hiring Authority. It means if you find a qualified person who is not currently a Fed, you can offer them a job and provide the name to HR. There is a little more to it than that but you can google it.

It can also be used for current Feds for lateral transfers or if they have been in a position of the same grade or higher. I was name selected for a promotion because I had previously been a GS13. It does require a justification for the position being difficult to fill and the applicant being best qualified.

This is actually called a "by name" selection. When the hiring official receives a Certificate of Eligibles (Cert), he/she can pick whoever he wants off the Cert. It used to be only the top 3 were referred, and that was who he was supposed to select from. However, there is always the case where Management knows someone and wants to hire them, regardless of who the top 3 are. By Name selection is a way to do that. Agencies are supposed to use "Category Hiring" now to produce the Cert. People are still selected by name, if Management wants them. As stated earlier, By Name selection is also available under Direct Hire Authority. Under category rating, a "by name" selection does nothing (assuming the name request is not a preference eligible veteran). Under category rating, managers cannot select a non-preference eligible over a preference eligible (at least without doing a veteran bypass). So, if the "by name" is not a preference eligible and there are preference eligibles on the list then the name request does nothing. If the name request is a preference eligible it still adds nothing as a manager can select any preference eligible from the list. Even under the older high three rating system, a name request did nothing but act as a tie breaker for the third slot on a referral list and if it was a tie between a non-preference eligible name request and a preference eligible then the name request would not be added (they would lose the tie).

A by name request is commonly used for recruitments under various hiring authorities (VRA, EHA, DHA, etc.), the impact of a by name request may have various impacts depending on the hiring authority being used.
