Good afternoon. I'm hoping an HR specialist might have an answer for me. I was offered a GS-9 and accepted (tentative offer letter). The HR specialist then came back and said there was an error, started a brand new email chain, and sent an offer at the 7. Sent an email questioning my eligibility and now was transferred to a new HR specialist. I'm pretty sure I should qualify at the GS-9. Neither the agency or OPM sent out the Notice of Results. Any idea whether I have a leg to stand on? Not a current federal employee. Do not know where to start researching in the regulations, but seems like I'm getting screwed. Thanks in advance for any assistance.

Until you're on board, you don't have (much of) a leg to stand on. In fact, an agency generally may reduce an employee's grade even after entering on duty without an avenue to appeal if the employee is serving a probationary period. Regardless of whether you qualify for the GS9, the agency can still offer you a GS7. If you disagree with the new specialist, you can ask for higher level review. If they support the HR specialist, you then can decide whether to accept/decline the GS7.
