Need some help. Position on USAJobs shows that competitive service may apply, but then under "Who may apply" it only list current DoD Army Civilians.

So as a DoD non-Army civilian, am I eligible to apply?

I've noticed a lot of differences in the two sections describing who can apply. I say submit your application and let them sort it out. If they wanted to restrict it to just DoD Army they could specify open to current agency members only.

I've also noticed the same thing. Based on your post I would say you're not eligible. My opinion is if the ad states army only and you apply anyway you just clog up the system.

You should pay attention to the section "Who may apply". The first section is more generalized (e.g., competitive, excepted, etc.) and the who may apply section specifically defines the subsection of folks who will be eligible. If you were to apply, when you get to the assessment questions you will be asked to select your eligibility category. For an Army only announcement you should only see a maximum of 3 choices: 1) current army employee; 2) ICTAP (this category is only for displaced employees - think RIF); and 3) PPP Program "S" - Military Spouse. #2 & #3 are priority placement categories. Depending on the actual specifics of the position, there may be only the choice for current army employee.
