Should I switch from BCBS Basic to NALC High?

Debating whether to leave BCBS Basic which I've had for 10+yrs or go with NALC high. Nice thing with BCBS is you know costs upfront but those keep going up. NALC obviously is a percentage but who knows what percentage for a certain procedure is beforehand? Anyways anybody left BCBS basic for NALC High and if so how is it?
