I am starting Navy Civilian position GS-13. I am starting off with 4 hours of accrued PTO per paycheck. This is my first federal job. I have been working as a DoD contractor since 2012 (almost 7 years). Should I be getting more vacation time?

You need to check with your Personnel or Human Resources Office and ask if your agency gives credit for annual leave purposes for time spent working as a government contractor with that agency. Some agencies - particular in the Defense Department - do give credit for contracting time for annual leave accrual purposes (but not all agencies).

Good point. I e-mailed my HR person to see if I can get the credit for working with Navy doing similar type of work...

Hopefully your HR person will get back to you as soon as possible and let you know whether or not you can get credit for your contracting time.
