I am a FERS retiree since November 2017. Last year I worked a small part time job (~$13k), and plugged the information into TurboTax. The software claims my part time employer withheld too much FICA. The amounts are precisely the 6.2% for Social Security and 1.45% Medicare. About $780 total. But TurboTax claims I only owe $81. Sure, it could be a bug or I'm missing something, but was wondering if retired FERS employees are somehow exempt from FICA? I know rehired annuitants are exempt...

If your part time job was in the private sector it would definitely be subject to FICA tax. And if it was your only wages from work in 2018 and the employer withheld exactly 7.65% there wouldn't be any excess withholding. Sounds like a software bug, but you might want to double check and make sure all your inputs were correct.
