I have been granted a Retention Incentive Payment on a biweekly basis as a GS12. With this my gross pay is now equal to a GS-13 step 5.

If I was to get a promotion to a GS-13 is there anyway an agency can match what I am making with the incentive payment? If not it would be a decrease in pay...

Unlikely. The 2-step rule is pretty clear cut of how your pay would be increased from grade increases. You would need to convince your gaining agency to reauthorize your incentive payment.

Without knowing your current step, it is hard to say if it wold be a loss in pay. If you are step 10, a promotion to 13 would give you an increase (to 13 step 6), but obviously the pay raise would not be as significant due to the incentive pay you currently receive.
