Security Clearance

What goes into a SAP (I'm already cleared)? Is it just the CI questionnaire followed by adjudication where somebody looks at your answers and makes the call to let you in or not? Do people ever have issues that prevent them from getting a SAP despite being cleared?

Google "May 20, 2013 USD(I) Memorandum" which will return a pdf. It's a memo titled "Memorandum for directors, special access program central offices". It explains the requirements and process.

SAPs and SCI often add criteria on top of a collateral clearance. They can and do deny access based on their own criteria and are not obliged to tell you what that criteria is. Denial of SAP or SCI does not effect the status of a collateral clearance.

This is the reason it troubles me when people are cavalier about the "facts" included in personal security files. A SAP and SCI adjudicator may deny access on inaccurate data in an investigation file, but you'll never know. There is no SOR, just denial.
