Is there any legislation to allow for time that was worked in temporary status to be converted to permanent. I have about 20 months in temporary status from 1993 to 1995 that I was told that could not be bought back as of yet. I understand there was a period of time prior to 1993 that could be bought back and applied to one's retirement. Also, any other information about this would be most helpful. Thanks in advance.

There has been legislation introduced in Congress that would allow FERS-covered employees to make a deposit ("buy back") for temporary (non-deduction) service that occurred after Dec. 31, 1988. If passed, it would allow FERS-covered employees to get credit for retirement eligibility and in the FERS annuity computation for temporary service occurring after Dec. 31, 1988. Unfortunately, the legislation has sat in Congress for over a year and no formal action has been taken in either chamber.

As a quick follow-up to Mr. Zurndorfer's response, the bill was reintroduced in the House on May 2, 2019; "H.R. 2478: Federal Retirement Fairness Act." The bill can be tracked and the language reviewed at this site: https://www.govtrack.us/congress/bills/116/hr2478 . I am not aware of a companion bill being introduced in the Senate.
