A NACLC is a National Agency Check with Local Agency Check and Credit Check (NACLC)

An ANACI is a National Agency Check. It consists of a NACLC as well as the additional residence, education, and employment coverage as currently contained in OPM’s standard NACI product.

Basically a NACLC is the minimum for military personnel to be granted a SECRET clearance, an ANACI is the minimum for civilian personnel to be granted a secret clearance. aka L clearance at DOE
