I retired on December 31, 2018 and was finalized in March, 2019. Today I received a check from the US Treasury. The website is down so I cannot verify where it is coming from. Would I have received the retroactive pay increase for my last paycheck ending January 6, 2019? Thanks for any feedback you can give me.

No the pay raise was effective after your last pay period.
Most likely you cashed in some annual leave.
Those hours are projected into 2019 and would be subject to the recent retroactive pay increase.
OPM didn't make a mistake in your original calculation they had the rug yanked out by gubmint shenanigans.

Thank you for your reply. Yes, I did have 155 of annual leave that I received in my last paycheck. That makes sense that it would be the 2019 retroactive pay increase.
