HR tells me my annual leave is accrued at 4 hours per pay period until year 4, and 8 hours at year 16... https://www.opm.gov/poli...act-sheets/annual-leave/

yet OPM shows it as 8 hours per pay period https://www.opm.gov/poli...-equivalent-pay-systems/

as job series 0510 Accountant is listed under (ST) Professional and Scientific Positions https://www.opm.gov/poli...rds/#url=Group-Standards

Is an agency able to downgrade the annual leave accrual?

Are you actually in an ST pay system? For "Scientific or Professional (ST) Positions, "are you in a "unique category of Federal jobs" that "covers non-executive positions classified above the GS-15 level," and that "involves performance of high-level research and development in the physical, biological, medical, or engineering sciences, or a closely-related field"? The OPM information indicates that, "Many of the Federal Government's most renowned scientists and engineers serve in ST positions." It is not simply a function of the occupational code; the job has to be classified above the GS-15 level.

Therefore, just being in the 0510 Accountant occupation does not mean you are in an ST position. My current agency has numerous 0510 Accountants and they are all in the regular GS pay system. Therefore, they accrue 4 hours of annual leave per pay period for the first 3 years, 6 hours per pay period in years 4 through 14, and 8 hours per pay period after attaining 15 years of service. I think you may be misreading the ST information, and my guess is that you are in a regular pay system with typical annual leave accrual rules. If your position is classified above the GS-15 level and is actually an ST position, then you may want to revisit the issue with Human Resources.
