A question on Merit Promotion Announcements.

So, if a “Merit Promotion” announcement comes out (Definition below) and your current office/Agency DOES NOT warrant an additional employee, it’s fair enough to figure out who in your (small) office is getting the job, correct?

Also, are these “Merit Promotion” announcements generated by HQ or does Management send up these requests for HQ to approve & announce a specific job?

“Merit Promotion lets a current or former federal employee apply for a job without having to compete with general public or people with Veterans' Preference. Instead, you compete with other competitive service employees.”

Based on how structured this could be something done limiting the pool to internal candidates like giving a person a grade promotion.

Merit promotion is not limited to internal candidates.

Veterans ftom the outside can only get in at 11 at the highest. The job cam have higher promotions.

Jobs for status at 12 or higher doesn’t have a veteran edge. Only those looking for promotion from 11 can apply. But 12s can move laterally without completion as can those at 13 apply for a flat 22 non competitively.

'Veterans ftom the outside can only get in at 11 at the highest. The job cam have higher promotions." is not true. Under VRA, a vet is limited to being hired at no more than GS11, but they can apply under VEOA for merit promotion announcements and hired at any grade.

As the OP, my question was not answered.

Hmmmm, I guess someone in my office is getting laid off then. I was told my office doesn’t warrant a 4th person.

You would be wrong, however. You work for the US Civil Service, not the Circle K. Civil servants aren't 'laid off', with two weeks pay and a farewell.

And of course I was right! Very easy to narrow down who got the “Merit Promotion”. Especially when your office DOES NOT warrant an additional employee.
