My social security estimate for the age of 62 is 1497.00 per month but that counts time for all earnings prior to my federal service to include military time.

When OPM calculates the Retirement supplement for federal employees, do they base the computation only on the social security earned for the years a person worked as a federal employee?

Yes, that is true. The FERS annuity supplement is calculated based on the Social Security that an individual earned as a FERS employee.
