I applied for a position at GTNP and the position is GS5-7. I applied as a 7 but seen highest Previous Rate may be used for pay setting under work schedule. I have never seen that before if anyone cares to explain.

Not clear if you have been a Federal employee before. If not, then HPR isn't applicable. Here is more information on what it is, and how it is determined: https://www.opm.gov/poli...ximum-payable-rate-rule/

I have. A term position. But at a GS-6.
