I initiate a clearance investigation around 3/19/2019. Anyway I'm still waiting. I just contacted OPM and they informed me that the investigation was closed on 9/12 and it was sent back to DoD. Anway I was asking someone familiar in this field and she said it was unusual for them to send it back to DoD and that usually OPM adjudicates.

OPM doesn't adjudicate DoD cases.... DoD does their own adjudication.
*DISCLAIMER*Correctly filling out your security forms will not guarantee you a clearance in 3 months BUT be sloppy and your case will be in the field a heck of a lot longer, guaranteed.
