Can someone help determine the step for a GS-12/1 in Tucson, AZ going to a GS-11 in El Paso, TX.

I'd say 11 step 7. (go to basic table at https://www.opm.gov/policy-data-...es/19Tables/html/GS.aspx) 12 step 1 is between 11 step 6 and 7.

What a 12 step 1 makes in one location vs the other isn't a factor in calculating the new step.

I agree, with the caveat that I do not believe pay retention or matching is required for a voluntary change to a lower grade.

Um... Since I'm 'retiring' to Tucson from Honolulu right quick now, would the job you're leaving be something I could do? I'm a pretty quick study, currently 14/3, but would be happy to take the cut....
