I am a 15 year FERS employee and want thoughts on accepting a DCIPS position. Will the DCIPS time merge with FERS time for retirement or will I have to start over?

You'll still be FERS...FERS is a retirement system....DCIPS is a personnel system.

Exit7A is correct. DCIPS is a personnel system that is Excepted Service, FERS is a retirement system that covers most Federal employees.

I think the OP is confusing Excepted Service and Competitive Service. DCIPS is Excepted Service. I went the other way, DCIPS to Competitive Service (ie GG to GS).

There is no interchange agreement, last time I checked, between DCIPS and GS, so I used VEOA to make the jump after a few years in DCIPS. That said, if you already have tenure as GS, you can switch back and forth with no issue and all your time counts towards retirement.
