For your information, the crime of false report of terrorism focuses the act or a threat of terrorism. Falsity

Well...first you'd have to provide the information to identify your self as the anon ID you use here while showing a connection to your real identity. (for me it would be easy to do...) You would then have to show the actual harm (and not just in your mind, but an actual impact to you in some form that is tangible)
Google Law is not as nuanced as the actual law is. And you need to read though a lot of actual rulings to understand how nuanced it is.
Of course, threatening posters on a online forum with defamation claims is easy...actually winning a defamation case is not so easy though.
And...to my point earlier...I was referring to your statement of not saying you were a prior fed...so unless you leave out the years you worked for the federal government from your resume, don't you think they will know it is civil service...or you need to leave out the fact the position was civil service.
Schedule A...not required to hire someone who is Schedule A eligible. And the applicants do not get to choose which cert they are on. They apply based on which area of eligibility they think they fall under. HR then determines if and which cert you would be placed on. And then the hiring official decides who they want to interview (if anyone), etc.
And you are trying to say the GS8 position is what you had already done...while a civil servant. But HR determined you weren't qualified based on TIG. This means a couple of things...primarily, you had not performed the work at a level at the previous grade for at least 52 weeks. Doesn't need to be within the federal government...just has to be shown to be at the required grade level. When I retired from the military, I was told that unless I was an officer or E-8 or E9, I wouldn't get hired above GS9 to start with. Turned out to be wrong as I started as a -12 even though I was a lowly E-6. But I could show I was doing at least GS11/12 level of work in my role in the military for more than 52 weeks and was credited for it.
You appear to not have been doing at least the previous graded work for 52 weeks...and so were found unqualified. Your resume failed you...not HR making the mistake. Of course, if your knowledge of the civil service hiring process is anything like you have demonstrated here on other subjects, I can see why they determined that.
