I am fighting with my current supervisor about the transfer timeline. He keeps telling me that he can keep me as long as he wants to, and that he has heard of one pay period being the required move time, but wants to see it in writing.

HR is slow. So he might get another pay period out of me or two.

I have searched OPM and this website and I can't find a definitive timeline for transfer for a promotion.

Going from two different sub-agencies of the same Defense Department Agency I work for GS-12 to GS-13.

A friend of mine was in a similar situation, also DoD. The supervisor was dragging her feet and saying he was filling a critical need. But the gaining supervisor was able to make things happen and got him out of there about 30 days after the job offer was finalized. Not sure if there is anything magic in that 30 days but my friend seemed to think that was the max. And that was a lateral, no promotion involved.

Keep in mind, that 30 day clock didn't start ticking until he was officially offered the job and had accepted it, and that process took a few weeks after the interview.

Same agency...assume not relocating...

Losing group could keep younger if they had a critical mission to complete like a budget analyst at end of FY.

Within the same agency they could take longer because of thus. In between agencies I think roughly 2 pay periods.

If you found out Friday ( mid pay period) you coukd transfer June 21.

If you are in the same group the transfer could happen mid pay period. For example working at HQ of a 2 star command with 7 COL/GS 14 led directorates and you transfer between directorates if it was lateral. With this being different GS levels it woukd have to be pay period transfer.

One pay period for promotion (unless critical need).
Two pay periods for a lateral.

A previous agency told me that They could not hold me if the new position was a promotion, otherwise they could hold me 30 days.
