I was offered a position at another agency and it is a promotion. I would prefer to stay with my agency but cannot financially turn down the promotion. Is my agency able to match that promotion and promote me to retain me?

It is worth asking because they probably can. My experience is they probably won’t or won’t quick enough for you to rely on. Better bet is to leave on good terms letting them know you would rather stay and leave the door open to return on another promotion. If you have 3 years competitive status and leave on good terms you’ll be in a good spot.

I would say the same thing in the private sector. Even if they say they will...will they? Or will they drag it out until the other offer expires, and now you are stuck...and unless it is in writing, you would have no recourse.

Take the new job, let your boss know you enjoyed being there and hopefully can return with more experience and hopefully in a higher position. A good boss will never be mad you took a promotion. And, if they like you, may reach out to let you know of an opportunity later on you should apply to (perhaps even another promotion for you!).

Plus, getting some experience in another agency isn't going to be a bad thing. It will at least let you know how good (or bad!) your last place really was.

Let them know, you can tell them you want to stay, but don’t count on them retaining you. I’ve seen it happen...person was stuck as a 9, got offered an 11, they promoted her.
