I am currently a GS-11.4, applying for a GS-7 which is a 13 ladder. I know (I think) that I will automatically get a 7.10... but will I continue to be matched (ie 9.10) until my current pay level is met?

Yes but not at step 10. There is a two step rule no matter where you are on the table. They don’t have to give you the pay matching because it’s a voluntary downgrade but I’ve voluntarily took 2 lower graded positions and I’ve been pay matched both times to step 10.

For me personally for my locality I went from 7/10 to 9/6 to 11/4 to 12/1 to 13/1

On ladder positions like that....

Check how it’s dtructured. You might have no problem with 7-9-11

But 12 and 13 coukd be restricted where the 12 and 13 are lead positions. So you only get promoted when the position opens up.
