Who keeps all those public trust files, and for how long? Do they give them to the people who do the security clearance?

Public trust is not a clearance but a minimal background investigation.

The public trust investigation should have no use in the security clearance investigation unless the security clearance investigation is conducted within 4-5months of the public trust. Then some law checks will not have to be accomplished.
*DISCLAIMER*Correctly filling out your security forms will not guarantee you a clearance in 3 months BUT be sloppy and your case will be in the field a heck of a lot longer, guaranteed.
