It’s an IT position and I’m still waiting on the final word/offer.

Haven’t gotten any input on the pros and cons of moving to PR from the states, except for I’ll need to buy transportation.

Currently, I work for DHS. In fact, I'm on my second DHS subagency. I would take the DHS job vs. FEMA job, as it's a specialized agency. Albeit, FEMA is a subagency of DHS, I think you might have more options at DHS. Have you done research on living in PR? I've also moved locations for the two DHS jobs. Good luck with your decision.
