I am a GS-12, currently excepted service, current position I applied for in 2018, moved through the ladder 9/11/12. I have 12 years federal service, seven as a permanent employee, highest grade GS-7; tenure acquired. Seeking to return to current permanent position, lateral. Am I considered permanent, and is my current grade also permanent? What is the highest grade I may apply for?

Questions is a little hard for me to follow but I'll take a stab at it.
Box 24 of your SF 50 will tell you if you're currently considered permanent. (after 2 years in excepted service you should be).
After a year at 12 you would generally be qualified for a 13 position.
If you did 3 years in competitive service you should have acquired career reinstatement status in the competitive service - and if you also achieved permanent tenure in the excepted service then you could qualify for positions there as well.
