So...if HR never gets around to having spouse sign a Transportation agreement before arriving to new OCONUS duty station. Could this possibly lead to them saying they won't pay for shipping our HHG and vehicle back to Home of record at the end of the tour.....when ever that may be? (HR person is local national and seems like they are new employee).

Was your spouse approved for LQA, post allowance, etc? Tentative offer usually has your entitlements. Did she ask HR about PCS travel or TA?
