We have 2 UAR's, the senior UAR has decided to pass up on the route that went unbid. The cycle came and went and the junior UAR is still waiting to be placed into the route. The supervisor said that she is trying to get the paperwork for the senior carrier to sign saying that he is passing on the route. How long does the supervisor have to get this paperwork together? The routes came down on the 25th of Jan.

I am not aware of any specific time limit that the supv would have in this situation. This is not a complicated issue and should have been taken care of already. It sounds like your supv may not be on top of things.
Just because you are paranoid does not mean that they are not out to get you...

Yes, definitely lazy supervisors. Just curious because the junior does not want the T-6. The string is up in limbo because a regular has not been placed on it. My assumption is that the senior would be assigned to it since the bid has come down and other carriers have been placed on their winning bids.
