I've just received word of the availability of a particularly valuable 1 year postdoctoral fellowship at a US college which would suit a former colleague to a 'T'. Colleague has career tenure as a GS13, exceptional ratings, employed I think pretty close to 8 years, all that kind of thing. Is there such a thing within federal service as a sabbatical period? Obviously, there's no interest in quitting - but this fellowship is smack in the middle of colleague's current federal employment and it would be wonderful if it could be had.

I know SESes can take sabbaticals. At my agency, we have had people (non-SES types) detailed to such things (some internationally, some stateside) if the fellowship or research will benefit the agency in some fashion. No guarantees of course, but it does happen.

In a previous position, I saw several people who were authorized a year+ of LWOP to complete a graduate program. As I recall, each signed a resignation agreeing to resign if they had not returned by a certain date. It wasn't an official sabbatical or even program, but if your friend was able to make a sound argument for how the postdoc would benefit them and the organization, I would think it is in the realm of possibilities for being approved.
The excuse of, "I read it on FederalSoup..." won't work. Please do your due diligence.

In research fields this can occur and can occur under joint positions with fed research/ medical and university faculty. These jobs usually require phD level education.

If there is a benefit to where he works doing this they can do things and allow it either as a temp assignment/deployment where they can still get paid or some agreement made with the university instead of lwop.
