I'm an employee with the DoD, working as a civil servant since July 2017. I submitted my SF-813 in March of 2020 and received the confirmed copy back in March of 2021. The HR department in Philly finalized that and adjusted my SCDL to July 2015. I am already accruing 6 hours of leave per pay period after completing my first 3 years. My question is this: Am I entitled to the difference in leave that I would have acquired (2 hours per pay period for July 2019 thru July 2020), or is that leave never to be seen? My HR rep in Jacksonville told me I don't get it, but that doesn't seem to fit the understanding I have of the process.
