I was hired at grade 7 step 8 for a GS 7/9 position. I'm now getting my grade increase. Will I move a full grade up from gs7 step 8 to gs9 step 8? Or will they use the 2 step rule?

I don’t understand the “or” in your question since you would move up a full grade and have pay set according to two step rule. Looks like you would be a 9-3.

The excuse of, "I read it on FederalSoup..." won't work. Please do your due diligence.

I appreciate the clarity of your answer in spite of your reading comprehension skills.

In this case the "two step" rule should apply. That is, go two steps up from your current step (to 7/10 I should imagine) then find the lowest step in the GS-8 grade that is HIGHER than 7/10. I am thinking it will be around 8/5.

I expect they are in a 2 grade interval series, so would go from 7 to 9 in progression (and then 11 is next).

Ah yes/ I stand corrected. In that case, it looks like the jump would be from 7/8 to 9/3

So how would it work if one were at gs7 step 10 and then promoted to gs9?

It would work the same way. Start at the base salary for grade 7, step 10 ($48,978) and add the salary increase for two steps. Since each step is worth $1,256, you would add $2,512, and the result would be $51,490. The first step at grade 9 that equals or exceeds that amount is step 5 ($52,227).
