Hello all. I am considering a promotional opportunity from a GS-13 to a GS-14 equivalent in the STRL pay band system. However, the two-step promotional rule for GS to GS positions does not apply in this case. Does anyone know what method is used for pay setting when promoting from GS to non-GS?

You should be able google the plan and conversion . Even if you are eligible for 14 and thr payband you are coming into is a 13/14 you will normally be brought in at the 13 level. If you are lucky you will get a step. More likely a mid grade bonus $50-150 per month.
Paybands are awesome long as you are in a production series: engineering, science, finance, manufacturing and so on. Things like administration, safety and HR not so much as you don’t physically contribute to the mission in a quantifiable way.

If it is a 14/15 band shouldn’t be a problem.
