I am currently a GS-11 because I left my former agency where I was a GS-12 for more than a year. Can I apply for a GS-13 position at my current organization or a different agency, since I have more than a year of past GS-12 experience (even though my current position is an 11)? I believe the answer is yes, assuming the experience is applicable to the desired new job. But wanted to confirm.

I wonder if your current agency would automatically reject the application, since in their minds you are an 11 and not eligible...? Just speculation on my part based on my limited understanding of how HR thinks.

Hope you still have the old SF-50's

You would have meet the Time in Grade (TIG) and qualify for GS 13 positions so you should definitely apply especially if you have you SF-50.

Is the vacancy open to all U.S. Citizens or is the vacancy for a merit promotion?
