The "solution" is to follow the process as described, email.

Most places, including private companies, simply are no longer equipped to handle paper resumes. I worked for a company where we went to job fairs (usually at universities) and about the only thing we could do with a good candidate's paper resume was use it to make a note to look for the electronic resume in the system.

You could certainly send a resume with a cover letter explaining the situation but I doubt anything would come of it. In fact, most of the jobs I've applied to, that address at the bottom of the USAJobs announcement is hundreds of miles away from the actual hiring manager.

If HR made a mistake (not unheard of), you contact the hiring email, tell them what they overlooked and request they try again. You do the same thing for every possible access point and you do it repeatedly until (and if) you get a response. If you don't get a response and the job closes, then you take an extremely close look at how your application met the application criteria, and if it actually didn't, adjust your resume. If your application did meet the standard and you missed out, then take a breath and move on. S*** happens.

Don't bother much with snail mail - but if you have an actual address the chances are good you can find a telephone number and work that. Phone and e-mail are your best options.
