If a fed employee has to be out on FMLA leave for 12 weeks, can the supervisor give a lower annual performance appraisal rating? For example, if the employee needed to do 100 project assignments completed during the rating year in order achieve a 5 out 5 rating, but since the employee was gone for 12 weeks, so they only ended up carrying a workload of 65 project assignments. So it looks like the employee was less productive than the previous year. Is the supervisor justified in giving a rating of 3 out of 5? Or 2 out of 5?
