I work for a DoD agency.
I had undergo a job related physical every several years in order to perform my job. Because of a unsat reading, I was told by the employer clinic to visit my own doctor to evalute this reading. Per our processes, employer was supposed to give me a request for reimbursement for my manager to sign; but instead, I was told by clinic personnel that costs is on my own. Manager also don't know the cost is reimbursement so I got set with a $500 bill.
What do you guys think?

I think you need writing help. I can't follow it. Is this it? You need a physical every year - you received an unsatisfactory - you were told to get your own doctor so that you can get a satisfactory - you could have obtained your supervisor's signature for reimbursement, but did not prior to getting your own doctor - you paid $500 for your own doctor - you are now not going to get reimbursed. Is this the gist? Did your doctor give you a satisfactory reading and now you can keep your job? If so, then just pay.
