2 weeks ago, I received a TO for a GG-13 NTE position that will require a security clearance in DOS. The eQIP still hasn't even started, as I requested a higher step (to match current salary in private sector) and am awaiting that result.

In the meantime, I have continued interviewing for things I applied to months ago, and just received a request for a second interview for a GS-09 position in a different agency. Not as cool of an agency, but public trust, so I am guessing onboarding would be much faster.

My current salary in the private sector is closest to the GG-13. GS-09 would be a significant pay cut. I'm not sure if there is promotion potential, but I could ask. So... acknowledging that it's an honor to have even gotten this far (after years and years of applying to fed jobs), should I proceed with the GS09, or tell them "no, thank you?" I also have an interview for a GS-14 tomorrow.

My current job in private sector is secure, so there is no real rush.

So, wait for the very long process ahead for the higher-paying NTE position or take what I can get at any level? Any issues with accepting higher positions that come my way if I take the lower position?
