Had a really good 2nd interview 11/9/21. On 11/12 my status on USA jobs changed from "referred" back to "received". Is it safe to safe I didn't get the job? I wanted to email HR and ask but didn't want to jump the gun.

Patience is all you need at this point if they want you they got all your information to contact you. If a mistake was made they will fix it (if that occurred), I definitely will not contact HR considering the status changes.
