The Department of Defense (DoD) is charged with coordinating and supervising all agencies and functions of the government relating directly to national security and the United States armed forces. The mission of the Department of Defense is to provide the military forces needed to deter war and to protect the security of our country.
The Department of Defense is America's oldest and largest government agency -tracing its roots back to pre-Revolutionary times. Today, the Department is not only in charge of the military, but it also employs a civilian force of thousands. With over 1.4 million men and women on active duty, and 718,000 civilian personnel, DoD is the nation's largest employer. Another 1.1 million serve in the National Guard and Reserve forces. More than 2 million military retirees and their family members receive benefits.

I am currently a GS9, step 3, I’ve been in the federal service with the Army for 2 years. I am currently in the interview process for a GS-11, similar position, but a little different for the Air Force. If I am offered the position, am I allowed to negotiate the step I come in at? I have more than enough experience for the position, at the 11 level, with a Ph.D. Unfortunately when I moved here I found out that since I was a GS-9, moving to a GS-9 I couldn’t negotiate a higher step. I was wondering if it was different when you move grades.

I not sure if moving to different grades warrants step negotiations but the fact that you are going from a GS 9 to a GS 11 is a nice pay increase along with having your annually Step increases until Step 4 is not bad. The most important thing is being eligible for GS 12 once your 52 weeks are up and if there is a possibility of a merit promotions. Good luck!

Once you are in, you are in and the only option is to change pay plans eg. GS to NH etc.
